To qualify for assistance, your household’s yearly income must be below or at 150% of federal poverty guidelines. Note: We count gross income for the last 30 days: SS, SSDI, SSDC, unemployment benefits, TANF, VA, pensions, proof of self-employment.

Applications will be accepted at our offices starting next week, January 22, 2024.
PLEASE DO NOT DROP OFF APPLICATIONS UNTIL THE WEEK OF JANUARY 22, 2024.
NOTE: Due to a decrease in funding we are only assisting priority 1 households with limited amounts of funds. Submitting an application is not a guarantee of assistance, we advise applicants to continue to pay their bills on time. We ask for you patience, as we anticipate a large volume of clients to assist. REQUIRED DOCUMENTS
- Social security cards for all household members
- Proof of ALL income FOR THE PAST 30 DAYS for every household member 18 years or older, who works or receives assistance. (Check stubs, Social Security/SSI, award letters including minor children receiving any type of SS benefit included) Letters must be from Social Security Administration and must reference or be dated for the current year, VA letter, unemployment, TANF letter, retirement, pension, child support, etc.
- If any household member 18 or over is NOT receiving any income, you must complete the attached Declaration of Income Statement.
- Proof of citizenship and identity for ALL household members. NO EXCEPTIONS! (If you do not have the forms listed below, please contact your local office for a list of other acceptable forms.)
- Citizenship forms for every household member: certified copy or birth certificate (not footprint hospital record), passport, certificate of naturalization or US tribal registration with photo, permanent resident card
- Identity: driver’s license or state issued ID, military card, state offender card, current school ID (immunizations or school records for minors may also be accepted as proof of identity)
- A 12-month billing history from each of your energy providers, even if you are not receiving assistance from all of them. (ELECTRIC, WATER, NATURAL GAS AND/OR PROPANE) NOTE: If you have less than 12 months in your home, please provide history for as many months as possible.
- Your current and past due electric bills and disconnection notice, if applicable.
- Your current and/or past due water/wastewater bill and disconnection notice if you have past due amounts, you need help with.

DOCUMENTOS REQUERIDOS
- Solicitud completa incluyendo todos los documentos requeridos.
- Tarjetas de seguro social para todos los miembros del hogar
- Comprobante de TODOS los ingresos DURANTE LOS ÚLTIMOS 30 DÍAS de cada miembro del hogar mayor de 18 años que trabaje o reciba asistencia. - Si algún miembro del hogar mayor de 18 años NO está recibiendo ningún ingreso, debe completar la Declaración de Ingresos adjunta.

- ü Formularios de ciudadanía: copia certificada o certificado de nacimiento, pasaporte, certificado de naturalización o inscripción tribal de EE. UU. con foto, tarjeta de residencia permanente
- ü Identidad: licencia de conducir o identificación emitida por el estado, tarjeta militar, tarjeta de delincuente estatal, identificación escolar actual (también se pueden aceptar vacunas o registros escolares para menores)
- Un historial de facturación de 12 meses de cada uno de sus proveedores de energía, incluso si no está recibiendo asistencia con todos ellos. (ELÉCTRICO, AGUA, GAS NATURAL Y/O PROPANO) NOTA: si tiene menos de 12 meses en su hogar, proporcione el historial de la mayor cantidad de meses posible.
- Sus facturas actuales y vencidas de electricidad y un aviso de desconexión, si corresponde.
- Su factura actual y/o vencida de agua/aguas residuales y aviso de desconexión si tiene montos vencidos con los que necesita ayuda.
Step 1: If you are interested in applying for utility assistance, you must complete an application and include the following documents. All documentation is required to complete an application. Incomplete applications will not be accepted.

- Electronic Application; you must upload all required documents in order for your application to be processed; please also include a current working telephone number for us to contact you at. Online application link is below.
- Printable Application: Once printed this form must be completely filled out, signed by the applicant and be accompanied by all required documents in order for your application to be processed.
- Note: Date the application for the date of your appointment or leave the date blank if you have not yet scheduled an appointment.
- Proof of Citizenship for ALL household members.
- Age 16 or older must provide the following:
- One of these: Valid Passport, US American Indian or Alaska Native tribal enrollment card with photo, Certificate of Naturalization, Certificate of US Citizenship OR
- Two of these: Valid photo identification card or driver’ license and birth certificate, certificate of degree of Indian blood issued by tribe, US Citizen card, American ID card, final adoption decree showing US as place of birth, Texas voter ID card, permanent resident card, non-immigrant cards, refugee/asylee card.
- Age 16 or older must provide the following:
- For Children Under the Age of 16:
- Photo ID, clinic, doctor, hospital or school record or proof of qualified alien status, permanent resident card, non-immigrant cards, refugee/asylee card.
- Social security cards or numbers for all household member
- Proof of income for the past 30 days for anyone 18 and older.
- Copies of employment check stubs for the past 30 days.
- Award letters are required for anyone receiving Social Security, SSI, SSDI, RSDI, Retirement, Veterans benefits, etc. These award letters must be the current year’s award letter and must be dated 2019. Prior year award letters will not be accepted.
- Self-employed must bring proof of income for the past 30 days (includes invoices, receipts, etc.)
- If you have no income or are self-employed, a Declaration of Income Statement must be filled out and signed. Fillable Declaration of Income Statement
- Please note: copies of bank statements, copies of checks, food stamp letters, etc. will be NOT be acceptable proof of income.
- Proof of child support for the past 30 days
- Current utility bill you need assistance with
- 12 month billing history from the utility company. (If you home uses natural gas or propane)
- SNAP benefits award letter if applicable
- NOTE: You must upload all required documents in order for your application to be processed
Step 2: Once the application has been completed and all appropriate documentation has been obtained, please contact your local Community Services office to schedule an appointment. If you cannot keep your appointment, please call the office to reschedule. Failure to arrive on time or failure to bring ALL required documents will result in the appointment being rescheduled.
