Community Council of South-Central Texas, Inc. (CCSCT) in Seguin, Texas is soliciting Material and Labor Bids from experienced building construction for the following contracts: Single family HVAC, Single family, Multifamily General, Electric and Plumbing. Experience is relative to the installation of federally eligible Weatherization Assistance Program measures along with any additional federal, state, or local funding awarded for home perseveration and energy efficiency measures. Weatherization Assistance Program (WAP) and measures extend to dwellings of low-income individuals and families residing in the CCSCT nine (9) county WAP service areas to replace inefficient central systems, weatherize homes for qualified applicants in a contract year.
CCSCT Weatherization Assistance Program nine (9) county service areas include: Uvalde, Val Verde, Kinney, La Salle, Maverick, Edwards, Real, Dimmit, Zavala.
Bid packets may be obtained in person during normal business hours (8am – 5pm) at 400 South Getty Street Suite A, Uvalde, TX or 801 N State Hwy 123 Bypass, Seguin, Texas 78155, requested by telephone at (830) 303-4376, (830)-261-5514 or downloaded from https://www.ccsct.org/about-us/request-for-bids/. A pre-bid conference for WAP program will be held at 10:00 a.m. on Monday, December 2, 2024, at 400 South Getty St, Suite A, Uvalde TX 78801. All completed bid packets must be received at the Community Council of South-Central Texas, Inc. office located at 400 South Getty St, Suite A, Uvalde TX 78801 no later than 3:00 p.m. on Friday, December 6, 2024. Proposals may be mailed to the above address; however, CCSCT shall not be responsible for late or delayed delivery. The proposals will be opened at 10:00 a.m. on Monday, December 9, 2024, at the public bid opening scheduled at 400 South Getty St, Suite A, Uvalde TX 78801. The final selection process will be based on standardized scoring and competitive negotiation for the purpose of selecting subcontractors. CCSCT reserves the right to refuse any and all bids. For open competitive bids, Contracts will be awarded for a one year term and may be extended on a yearly basis, up to an additional four (4) years based on satisfactory performance and the availability of funds. Otherwise only a one (1) year contract can be offered.

Formal proposals must be received by November 12, 2024 at 5:00 p.m. A public bid opening will be held on November 13, 2024 at 10:00 a.m. in the CCSCT Administration Conference Room at the address listed above.
Vendors are required to provide as much detail as possible in this proposal, regarding scope of services, approach to protecting and securing the technology used by CCSCT users, and their capability and experience. CCSCT will utilize evaluation and selection criteria, based on CCSCT’s standard proposal process, to determine an acceptable vendor. CCSCT reserves the right to reject any or all proposals or to accept any proposal considered most advantageous.
